What to do:
First go to this link and create an account.
Make sure you use a valid email for this registration because that is how they give you your account information.

Then go to

Under subject put Hijacked Steam account.
Do the question in this format:
What is your Steam account username?
What was the last contact e-mail address you used on the account?
Verify your ownership of the account:
If you registered software purchased at a retail location, please include a digital photo or scan of the CD Key with your Steam account username written on the quick reference card or CD Key sticker below the code in permanent ink
If you purchased software through Steam, please confirm the card type (Visa, Mastercard, Discover, American Express), full name, expiration date, and last four digits of the card used with the order(s).

Under the Additional Information area under product put the game of the cd key or credit card number you used from the above section
Under Category put
Account Questions
sub cat. Hijacked or Stolen Account
Account name is the username you use to login to the account (That is the only part of a steam account that cannot be changed along with the STEAM_ID)
For cd key, if you registered the game with a cd key put the key in there. If you didnt it is fine not to put it
Dont bother with the Attach Documents to Question section
Check everything over to make sure it is correct and hit submit question.
To check the status of your question click on the My Stuff tab at the top left area of screen, then click on Questions. You have to be logged on to view your question update status so do not forget your login or password for the steam support system.
Your issue will be solved in 3-5 days.
